ML SPED Referral Process

Overview

Multilingual Learners (MLs) face numerous challenges as they adapt to a new educational system, master both social and academic language, and meet grade-level content standards. Therefore, it is imperative for school-based teams to collaborate effectively to ensure that multilingual learners receive the support they need to experience academic success. One essential form of this support is conducting a comprehensive review prior to referring a Multilingual Learner for Special Education Services.  The district ML Evaluation Team can support you in this process.

Before any student is referred

Several factors need to be taken into consideration and should involve a reflective and timely process. With a team of individuals such as a PLC:

  • Contact the parent(s) or guardian(s) to gather input on the student’s language use and development at home

  • Review RTI data with Tier I & Tier II instruction, considering historical data to identify patterns of progress and consult your school’s Student Support Team (SST), Instructional Coach, and/or ISD Specialists

In observations, be aware of specific behaviors and determine whether difficulties stem from a language barrier or a possible language disorder. A critical distinction is whether challenges appear in both the student’s home language and English. Compare how the student uses their languages, note differences between social (BICS) and academic (CALP) language, and monitor growth with supports:

  • Common in Language Acquisition: silent period, mixing languages,  word order influenced by the home language, understand more than can be expressed orally or in writing.
  • Possible Disability Indicators: difficulties evident in both English and the home language, limited progress despite systematic supports, persistent challenges across settings
  •  

Questions to Consider

  • What observations have you made?
  • Are the observable student behaviors and/or skills present in the home language of the student and across multiple contexts?
  • Does the student speak, read, and or write proficiently in his or her home language?
  • How does the student compare to other MLs in making consistent progress?
  • Have notes been documented in Data Dashboard so future teams can reference and build on supports?

To Submit Referrals:

  • Submit the ML Referral on Ed Plan along with any supporting documentation

Once the referral and supporting documents are submitted, the ML Evaluation team will review them and provide a response with recommendations for testing. 

However, please do not delay in submitting a referral.  It is important to expedite the process as soon as possible in order to provide students the support they need.

Alta View Elementary

If a movie about super teachers were ever made, Lucie Chamberlain would be a prime candidate for a leading role. Fortunately for her kindergarten students at Alta View Elementary, she already thrives in a supporting role for them. Parents thank her for being a “super teacher.” She is also described as an “amazing colleague.” Whether students need help in the classroom or from home while sick, Lucie goes above and beyond to help them learn, overcome fears, and feel important and cared for. Lucie is the reason a number of kids went from hating school to loving it, according to parents. The way she exudes patience, sweetness, positive energy, and love for her students with special needs melts is appreciated and admired. One parent noted: “Both my kids wish she could be their teacher forever.” Another added:  “She treats every student like their learning and their feelings are her priority.” Super teacher, indeed!
