Youth In Care

Youth In Care (YIC) Education Services supports individuals under the age of 21 who are either in the custody of, or receiving services from, the State of Utah Department of Health and Human Services, an equivalent Native American tribe, or are placed in a juvenile detention facility. (See our YIC Strategic Plan below.)

In partnership with schools, we provide educational oversight, administrative coordination, and support services for eligible students. Canyons School District is dedicated to ensuring equitable access to high-quality educational opportunities that promote academic, social, and emotional growth—preparing Youth in Care for long-term success.

Canyons Youth In Care Enrollment Process:

1. Students are eligible for Youth in Care (YIC) mentoring/educational services if the student is in the custody of the State of Utah (Division of Child and Family Services, Division of Juvenile Justice Services).

2. YIC Caseworkers are asked to contact the YIC Director, Chanci Loran chanci.loran@canyonsdistrict.org or 801.826.5149, or YIC Technician, Jo Ann Larsen joann.larsen@canyonsdistrict.org or 801.826.5506.

3. While making enrollment decisions, we ask YIC Caseworkers to consider our Youth Academy Program for students who are in need of additional resources to fully access academic and school settings. Our program provides transitional support for students needing intervention or recovery in a therapeutic setting to increase social and emotional skills. Transportation is provided within Canyons School District. (See Program Description below.)

4. Case workers are asked to complete and submit following required documentation for student placement: 

-Required Youth In Care Student Information Form signed by caseworker
-Copy of Birth Certification
-Copy of Immunization Record
-Fee Waiver Form
-Free/Reduced Lunch Application
-Transcripts
-Individualized Education Plan (IEP) and Evaluation Results Summary (ERS) if applicable
-Psychological Report

5. The YIC Technician, Jo Ann Larsen, will collect secondary information from caseworkers to share with the student’s receiving team (YIC Mentor, Admin, Counselor/Wellness Staff).

6. Check & Connect mentoring services are available to all YIC students, and a YIC Mentor will be assigned by the YIC Director.

Please note that all students must be properly withdrawn from their previous school. We ask that Caseworkers notify the student’s mentor and/or YIC Office when there is a change in caseworker, case manager or foster/proctor parent and address.

Lucie Chamberlain

Alta View Elementary

If a movie about super teachers were ever made, Lucie Chamberlain would be a prime candidate for a leading role. Fortunately for her kindergarten students at Alta View Elementary, she already thrives in a supporting role for them. Parents thank her for being a “super teacher.” She is also described as an “amazing colleague.” Whether students need help in the classroom or from home while sick, Lucie goes above and beyond to help them learn, overcome fears, and feel important and cared for. Lucie is the reason a number of kids went from hating school to loving it, according to parents. The way she exudes patience, sweetness, positive energy, and love for her students with special needs melts is appreciated and admired. One parent noted: “Both my kids wish she could be their teacher forever.” Another added:  “She treats every student like their learning and their feelings are her priority.” Super teacher, indeed!
