Policy 300.12 – Small Unmanned Aircraft Systems (sUAS)

Board Policy

  1. The Board of Education is committed to compliance with federal, state, and local laws and regulations for the use of small unmanned aircraft systems (sUAS) for any purpose or by any person on Canyons School District property.
  2. The Board also recognizes the responsibility to reduce risks to safety, security, and privacy for the authorization and operation of sUAS for teaching and outreach purposes on District property.
  3. The Board authorizes the Superintendent and District Administration to establish administrative regulations consistent with this policy, subject to review and approval of the Board.

Definitions - 300.12-1

 

  1. Remote Pilot in Command”: is an individual who holds a Remote Pilot Certificate or License with a small UAS rating and has the final authority and responsibility for the operation and safety of a small unmanned aircraft (drone) operation conducted under Part 107, according to the FAA.
  2. “Recreational Pilot”: is an individual who flys drones for individual enjoyment, not for commercial or business purposes, and has passed The Recreational UAS Safety Test (TRUST) for recreational flying. Passing the TRUST does not allow an individual to fly for commercial purposes or post information on social media. Refer to https://www.faa.gov/uas/recreational_flyers for clarification on what constitutes recreational flying.
  3. “Small Unmanned Aircraft”: means an unmanned aircraft weighing less than 55 pounds on takeoff, including everything that is on board or otherwise attached to the aircraft.
  4. “Small Unmanned Aircraft System” (sUAS): means a small unmanned aircraft and its associated elements (including communication links and the components that control the small unmanned aircraft) that are required for the safe and efficient operation of the small unmanned aircraft in the national airspace system aircraft.
  5. “Visual line-of-sight” (VLOS): means the remote pilot in command, must be able to see the sUAS without obstruction unaided by any device other than corrective lenses.
  6. Visual observer”: A visual observer (VO) for drone operations is a person designated by the pilot in command (PIC) to assist in maintaining visual line of sight (VLOS) with the drone and identifying potential hazards.

Prior Permissions Required; Safe Operation of sUAS; sUAS Use on School Property - 300.12-2

Prior Permissions Required:

  1. All uses of sUAS on District Property must be approved through District Risk Management by providing proof of approval through the sUAS registration at FAA Drone Zone at https://faadronezone-access.faa.gov.
    1. Request for permission to operate a sUAS on school district property directly related to an instructional purpose must be approved by the building principal, School Performance, and Risk Management annually.
      1. Proof of sUAS registration will be submitted via email and with accompanying documentation (e.g., license, drone registration).
    2. Request for permission to operate a sUAS on school district property by an outside entity (e.g., parent, news outlet, etc.) must obtain permission by the school’s principal and Risk Management for each mission being flown.
      1. Proof of sUAS registration and Remote Pilot in Command (PIC) licensure needs to be provided at the time of request.  
      2. Copies of the registration and licensing may be kept by the school for the duration of the school year, should the requesting Pilot in Command (PIC) request permission to fly again from the same principal, such proof does not need to be resubmitted.   

Safe Operation of sUAS:

  1. sUAS pilots in command shall:
    1. comply with and follow safety guidelines outlined in the FAA Advisory circular, 107-2A, including sUAS registration with the FAA at FAA Drone Zone located at https://faadronezone-access.faa.gov.;
    2. complete a preflight check of the sUAS to ensure it is in safe condition for flight;
    3. operate the sUAS only during daylight hours and only in good weather conditions;
    4. operate the sUAS at or below 400 feet and remain clear of surrounding obstacles;
    5. operate the sUAS within VLOS at all times;
    6. operate the sUAS away from power lines, railways, or wildfires; and
    7. operate the sUAS clear of and not interfere with other aircraft.
  2. A sUAS may not be operated over any person not directly participating in the operation, not under a covered structure, and not inside a covered stationary vehicle.
  3. A sUAS may not be operated from a moving aircraft or a moving vehicle.
  4. A sUAS may not carry a weapon or hazardous materials.
  5. A sUAS pilot in command shall immediately report injuries and destruction of property related to the use of a sUAS on school property to his/her immediate supervisor and District Risk Management.

sUAS on School Property:

  1. A District employee operating a sUAS on school district property must be conversant and follow all federal, state, local laws, regulations and policies governing the operation of sUAS.
  2. A student attending a District high school may operate a sUAS on school district property as part of a class explicitly designed for this purpose under the direct supervision of a District employee.

Unauthorized Use - 300.12-3

  1. A District employee shall refuse admission or entry to anyone attempting to use an unauthorized sUAS on school district property during school hours or during a school-sponsored activity; and if necessary, shall remove anyone attempting to use an unauthorized drone and/or confiscate the sUAS and report the incident to the District’s Risk Manager.

Lucie Chamberlain

Alta View Elementary

If a movie about super teachers were ever made, Lucie Chamberlain would be a prime candidate for a leading role. Fortunately for her kindergarten students at Alta View Elementary, she already thrives in a supporting role for them. Parents thank her for being a “super teacher.” She is also described as an “amazing colleague.” Whether students need help in the classroom or from home while sick, Lucie goes above and beyond to help them learn, overcome fears, and feel important and cared for. Lucie is the reason a number of kids went from hating school to loving it, according to parents. The way she exudes patience, sweetness, positive energy, and love for her students with special needs melts is appreciated and admired. One parent noted: “Both my kids wish she could be their teacher forever.” Another added:  “She treats every student like their learning and their feelings are her priority.” Super teacher, indeed!
