Board Policy
- The Board of Education recognizes the need to develop a policy for administration of the Salary Supplement for Highly Needed Educators (the SHiNE program) pursuant to Utah Code 53F-2-504.
- The Board delegates to the Superintendent and District Administration authority to develop administrative regulations consistent with this policy

Definitions - 400.17-1
- “Eligible teacher”: means a teacher who:
- has a qualifying assignment or qualifies for a teacher assignment in
accordance with this policy; and - holds a valid USBE Professional License with the appropriate
endorsement for the qualifying assignment; and - received an “Effective” overall rating on the most recent CTESS Summative Overall Rating (SOR). Provisional teachers in their first two
years can receive an “Emerging” overall rating and still qualify for SHiNE.
Teachers new to the district can qualify without a CTESS rating.

the district Superintendent’s Cabinet designates as challenging to fill or retain. - “Qualifying assignment”: means a teacher who is assigned to teach in a highneeds area.

Amount of the Salary Supplement - 400.17-2
- The Utah State Board of Education (USBE) determines the allocation for the
salary supplement using the prior year’s October 1 enrollment data. - The SHiNE supplement is funded by the state and will continue only if the
legislature allocates funding annually. - The state allocation of SHiNE funding for each school year will be evenly
distributed among all eligible teachers. - Individual teacher supplements will be prorated according to:
- the percentage of their teaching schedule that includes qualifying classes,
and/or - the percentage of their full-time teaching contract.

- Teachers who leave their positions before the end of the school year are not
eligible to receive the supplement.

Qualifying as a High-Needs Teacher - 400.17-3
- A teacher must submit a yearly application to verify that the educator:
- is a classroom teacher;
- has a qualifying teaching assignment in accordance with this policy;
- holds a valid USBE Professional License with the appropriate endorsement for the qualifying assignment; and
- received an “Effective” overall rating on the most recent CTESS Summative Overall Rating (SOR). Provisional teachers in their first two years can receive an “Emerging” overall rating and still qualify for SHiNE. Teachers new to the district can qualify without a CTESS rating.
- The district will provide teachers with annual notification of the “high-needs” teaching assignments eligible for SHiNE.

Appeal Process amount of the Salary Supplement - 400.17-4
- A teacher may submit an appeal if they believe the decision was made in error.
- The teacher must provide supporting evidence, which may include transcripts, updated licensure information, or CTESS results.
- A three-member panel appointed by the Director of Human Resources or his/her designee will review the educator’s teaching assignment and submitted credentials to determine whether the appeal should be granted or denied. The panel’s decision is final.
