Policy 500.11 – Special Education for Students with Disabilities

Board Policy

  1. The Board of Education ensures that all students with disabilities, ages three through 21 who have not graduated from high school with a regular high school diploma, have available to them a free appropriate public education with special education and related services designed to meet their unique needs as specified on an Individualized Education Program (IEP). The Board aims to provide quality educational opportunities to all students with disabilities that will prepare them for further education, employment, and independent living.
  2. In accordance with state and federal law, the District identifies students in need of special education and related services through a process of referral, evaluation, and determination of eligibility by a group of qualified professionals and the parent of the student or the adult student. Services are identified through the development of an individualized education program with placement along a continuum in accordance with the Least Restrictive Environment (LRE) requirement.  Reevaluation occurs at least once every three years.   Throughout this process the Board shall ensure that the rights of students with disabilities and their parents are protected.
  3. The Board authorizes the Superintendent and District Administration to develop administrative regulations consistent with this policy, subject to review and approval by the Board.

Special Education Rules and Policies - 500.11-1

  1. The Superintendent or designee is delegated responsibility for development of District procedures consistent with the Utah State Board of Education (USBE) “Special Education Rules” to identify, evaluate, and provide appropriate educational services in accordance with applicable state and federal laws, and regulations.
    1. The USBE Special Education Rules will be available in the District Policy Manual for reference as outlined in Exhibit 1 of this policy.
  2. Canyons School District Special Education Policies and Procedures Manual based on the USBE Special Education Rules is approved by the Board of Education to fulfill compliance with Utah Code §53E-7-2, and is included in Policy-500.11-Exhibit 2 of this policy.

Revised – 9.19.2023.  Policy-500.11 – Special Education for Students with Disabilities was updated to include revised USBE Rules and an updated Canyons School District Special Education Policies and Procedures Manual. 

 

Revised – 10.5.2021.  Policy-500.11 – Special Education for Students with Disabilities was revised to align with the Utah State Board of Education (USBE) Special Education Rules updated in August 2021.   Canyons School District Special Education Policies and Procedures Manual has been updated in accordance with USBE Special Education Rules and has been approved by the Board of Education.  Policy 500.11 is revised to include language that the Canyons School District Special Education Policies and Procedures Manual is referenced in Board Policy.

Alta View Elementary

If a movie about super teachers were ever made, Lucie Chamberlain would be a prime candidate for a leading role. Fortunately for her kindergarten students at Alta View Elementary, she already thrives in a supporting role for them. Parents thank her for being a “super teacher.” She is also described as an “amazing colleague.” Whether students need help in the classroom or from home while sick, Lucie goes above and beyond to help them learn, overcome fears, and feel important and cared for. Lucie is the reason a number of kids went from hating school to loving it, according to parents. The way she exudes patience, sweetness, positive energy, and love for her students with special needs melts is appreciated and admired. One parent noted: “Both my kids wish she could be their teacher forever.” Another added:  “She treats every student like their learning and their feelings are her priority.” Super teacher, indeed!
